Forms Personalization To Restrict RO Types LOV Not Working For One Customer (Doc ID 1524793.1)

On : 12.1.3 version, Service Request

Using forms personalization to restrict the repair order types LOV based on the Service Request Type selected.
For many customers and service request types, this is working fine.
But for one particular customer, this is not working.

Expect the personalization to work for all customers

The issue can be reproduced at will with the following steps:
1.Create forms personalization for Repair Order Type LOV.
2.Select SR and then when created repair order the repair order types are restricted correctly.
3.Select this Customer and Rental type service request and the repair order types are not restricted. It displays all the repair order types.
