In Any Form, Calendar Month Field Does Not Show In Current Session Language When Login From Oracle SSO

Symptoms

Oracle Applications 12.1.3
Followed document Integrating Oracle E-Business Suite Release 12 with Oracle Internet Directory and Oracle Single Sign-On (SSO) 10gR3 (10.1.4.3) <Document 376811.1> to integrate Oracle Single-Signon with eBusiness suite.


Actual Behavior
When users logs into system using Oracle SSO, in all forms, where date fields exists, pop-up calendar shows month name in English language (for example: April instead Balandžio).

Current Session Language = Lithuanian
Default Application Language = Lithuanian
Territory = Lithuania

Profile values:
ICX: Date language = AMERICAN(site level), LITHUANIAN (user level)
ICX: Language = American English(site level), Lithuanian (user level)
Applications Override SSO Server Language = Override SSO Server Language(site level), not set at user level.

Problem exists only when connecting with SSO. If using AppsLocalLogin.jsp, forms shows month name in correct language -lithuanian.

Also if after login using SSO user goes to Preferences Window and then selects Current Session Language = American English, then save and sets back to Lithuanian - then month name is in correct language.

Expected Behavior
Expect to see the month name in current session language.

Steps to reproduce
The issue can be reproduced at will with the following steps:
1. Login into Applications using SSO
2. Access any form
3. Pop-up calendar shows month name in English language
