Blanket PO Was Closed, After New Blanket Created, All New Item Transactions Are Now Consigned

Symptoms
You have a Consigned Blanket Purchase Order for which business user has closed the Blanket PO. User is now trying to Create Standard PO for the item listed in Blanket PO.
At the time of receiving the material on Standard PO, the Receiving Transaction screen pops up with a message that "There must be a valid blanket purchase agreement in effect for the item you wish to transact".
And after opening a the Blanket PO in order to receive the material then the received quantity is considered as Consigned Inventory.
How can you create the proper transactions/status for the Items?
Also, the 'Consigned' check box on PO > Lines > Shipment Screen is not editable (cannot uncheck). How to resolve this?
ERROR
STEPS
1. Closed all Blanket Purchase Order
2. Create a New Standard Purchase Order with item listing in Blanket PO
3. Approve the Standard Purchase Order
4. Receive Material by Creating Receiving Transactions
5. Save the Receiving Transaction
System shows error message 'There should at least one active Blanket Purchase Order'
