FA Reports Erroring With REP-0759, REP-0736, REP-1247

Symptoms
On : 12.1.3 version, Reports
When attempting to run several FA reports in production, the following error occurs. Example reports that are failing are the Cost/Reserve Summary/Detail reports.
Regenerating them via adadmin did not resolve the issue.

REP-0759: One or more PL/SQL libraries have been modified since the report was saved.
The PL/SQL will be recompiled.
REP-0736: There exist uncompiled program unit(s).
REP-0736: There exist uncompiled program unit(s).
REP-1247: Report contains uncompiled PL/SQL.

REP-57054: In-process job terminated:Terminated with error:
