Merge errors with 'Merge failed in procedure HZ_MERGE_PKG.party_reln_object_merge for entity HZ_PARTY_RELATIONSHIPS' (Doc ID 1525996.1)

Symptoms

In R12.1.3, run Party Merge and it fails with the following error in the log file:

 **** Error ****
Error: Merge failed in procedure HZ_MERGE_PKG.party_reln_object_merge for entity HZ_PARTY_RELATIONSHIPS
The party relationship (ID:928013) on From party cannot be merged with the party relationship (ID:920001) on To party, because both the parties have relationship parties that should be merged first.
Executed batch merge procedure CS_PARTYMERGE_PKG.UPDATE_CS_DATA successfully
.... One or more of the Merges in the batch had errors.
.... Please check the log file
.... No changes from the batch have been applied
Concurrent Program Execution completed
