Symptoms
Requisition Import creates Approved Requisitions. Running Create Releases to get the blanket Releases created from the requisitions and nothing happens.
While manually create requisitions using similar data, the releases are getting created as expected.
Steps to reproduce:
1. Populate the interface table
2. Run Requition Import and Create Releases
3. Approved Requisitions are created but no Releases got created.
