API EGO_ITEM_PUB.PROCESS_ITEMS and INCOIN Process Do not Verify Item On-Hand Quantity when Updating Item Status (Doc ID 1528246.1)

On : 12.1.3 version, Catalog items

ACTUAL BEHAVIOR
---------------
The API - ego_item_pub.process_items (and the INCOIN executable) allow one to update the Item_Status to Inactive even where there exists On-Hand for the Item.

EXPECTED BEHAVIOR
-----------------------
The API should not allow to update the Item_Status if there is on-hand existing for an Item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Choose an Item that has On-Hand existing for an Organization
2. Call the API - ego_item_pub.process_items to update the Item Status to Inactive -- or run INCOIN for the same change.
3. The Item is updated with Item Status as Inactive
