Cost Manager Does Not Spawn Cost Workers Across Organizations (Doc ID 152863.1)

Symptoms

Manager does not spawn the cost worker across organizations.  Manager spawns cost worker only in organization from which launched.  Process leaves uncosted material transactions.

Instance has two master organizations, each with an assigned child organization.
For example:
Master Organization P00 with child organization P01, and Master Organization A00 with child organization A01
If the Cost Manager is launched in Org P01, it does not launch workers to cost the transactions in A01, and vice versa.
