E-Business Tax: Unable to Add Tax Registration Number to a Customer (Doc ID 1529201.1)

Symptoms

Attempting to add a Tax Registration Number to a customer and receive the following error:

This Tax registration number is already in use for party type: Third Party and party name: XXX for the same period

You are entering a valid Tax Registration Number in the Profile tab for Customers. 
This gets copied to the default Reporting Registration Number when you save.

If this Registration Number is already used, on another party, any attempt to update customer data will receive the error:

NOTE:  You can successfully save and apply the initial customer data.

Steps to Reproduce:
Responsibility: 
Receivables
Navigation: 
Customers > Customers
1. Create Customer A and enter the Default Reporting Registration Number X
2. Create Customer B
Go To:  Profile tab and enter the Tax Registration Number X
Save without a problem
3. Query on Customer A or B and attempt to make a change.
Error will occur.
