How to Have Pick Release not Automatically Backorder when Inventory is not Available? (Doc ID 1529332.1)

Goal

Based on Oracle documentation - Oracle Inventory and Oracle Shipping Execution automatically backorder a delivery line at pick release if inventory is unavailable for allocation.  In the event that no material is available for allocation, the system deletes the pick wave move order line immediately and changes the delivery line status to Backordered.  If the system can allocate part of the required quantity, then the system splits the delivery line.  The system updates the requested quantity on the move order line to reflect the available quantity and closes the move order line when you pick the available quantity.  You can use the Shipping Transactions window, the Releases Orders window, or the Releases Sales Orders SRS process to re-release the delivery line.

Is there a configuration that,  when no inventory is available, would allow pick release to not automatically backorder the delivery line but rather pick the delivery line successfully?
