R12 Blanket Release Shipments Can Not Be Cancelled (Doc ID 1529649.1)

Symptoms

Release Shipments can not be cancelled even though the Blanket Release is Approved, Reserved.  the following error occurs?

Error Codes
---------------------------------------------------
APP-PO-14160: Document action not completed successfully

FND Log shows:

po.plsql.PO_CORE_S.GET_DOCUMENT_IDS.000 1 p_doc_level = LINE_LOCATION 
po.plsql.PO_CORE_S.GET_DOCUMENT_IDS.270.EXCEPTION 
po.plsql.PO_ENCUMBRANCE_PREPROCESSING.DO_ENCUMBRANCE_VALIDATIONS.320.EXCEPTION

Replication steps:
------------------
1. Navigate from the Purchasing Super User to Purchase Orders > Purchase Order Summary
2. Enter Blanket Agreement Number
3. Enter Release Number
4. Choose the Find button then the Shipments Button
5. Choose Tools > Control
6. Choose Cancel Release Shipment
The error message then appears and the shipment is not cancelled.
