TeleService Error: ORA-20200, ORA-29875, DRG-50857 While Creating Service Request with CS_SERVICEREQUEST_PUB API (Doc ID 1529768.1)

Symptoms

When creating a Service Request through Web Service (API CS_SERVICEREQUEST_PUB) after upgrade from 11.5.10 to 12.1.3, the following error messages are generated:

Error code: 20200, error description: SQLException:
ORA-20200: -20000:ORA-20000: API validation error. Error originally occurred in proc: CreateServiceRequest. Error msg: ORA-29875: failed in the execution of the ODCIINDEXINSERT routine
ORA-20000: Oracle Text error:
DRG-50857: oracle error in textindexmethods.ODCIIndexInsert
ORA-20000: Oracle Text error:
DRG-10607: index meta data is not ready yet for queuing DM in package CS_ServiceRequest_PVT, process Create_ServiceRequest: ERROR_REF = 718873: = : ERROR_REF = 718873
