Is There A Way To Have Supplemental FIT Tax Come Out Even If The Employee Claims FIT Exempt? (Doc ID 1529938.1)

Goal

We are looking for a way to have Supplemental FIT deducted even if the employee claims tax exempt for their Regular Earnings.  The exempt status is only for regular wages and not supplemental wages less than one million dollars so the supplemental flat tax rate of 25% should come out.  We have tried changing the tax separately on the element to yes but that didn't work.  Is there is a way on the element to always have the supplemental tax come out even if they are exempt.
