UK P45 process not processing all employees in a given period

When attempting to Run P45 Process find that not all leavers are picked up.

Steps to Reproduce:

The issue can be reproduced at will with the following steps.

1. Terminate Employee on 09-NOV-2012
2. Run P45 Process with following parameters

Start Date : 01-NOV-12
Effective Date: 30-NOV-12
End  Date: 30-Nov-12

(if you change Effective Date to 01-NOV-2012 employee is picked up)
