New Remark Qualifiers Are Not Listed When Object Specific.

Symptoms
ACTUAL BEHAVIOR
New Remarks Qualifiers are not shown in the relevant drop down when the Remark Qualifier is created for a specific object.
EXPECTED BEHAVIOR
Expect to be able to create a Remark Qualifier for a specific object, for example Shipment Stop and then use that Remark Qualifier in that object.
STEPS
The issue can be reproduced at will with the following steps:
1 - Logged onto an internal OTM 6.2 system.
2 - Navigated to: Configuration and Administration > Power Data > Qualifiers > Remark Qualifiers.
3 - Clicked NEW and entered the following:
ID: 1234
Description: 1234
Update Allows: One, Update
Data Query Type: SHIPMENT STOP
4 - Clicked Finished.
5 - Navigated to: Shipment Management > Shipment Management > Buy Shipments.
6 - Ran an open search and Edited one Shipment.
7 - Went to the Stops tab and Edited one Stop.
8 - Opened the drop down for the 'Remark Qualifier ID'
9 - Remark Qualifier 1234 is not shown.
10 - Restarted OTM and retested, the Remark Qualifier is still not shown.
