Customers Workbench: Primary Bill-To Address Is Not Displayed Properly At Account Level (Doc ID 1530626.1)

Symptoms

Attempting to search the Customer form for Primary Bill-To addresses and find all are not displayed correctly.

For Example:
User has a customer, registry ID 11111, Customer has two accounts:
1. 999999 - Not used in current Operating Unit (OU), but a Primary Bill-To address is shown.  There is no site is listed in the current OU.
2. 88888 - Used in current OU, but no Primary Bill-To address is shown.  There are sites listed show there is one that is in the current OU.

The query should be based upon the organization, but it is not.
