Cancel Requisition Errors with 'Your Budgetary Control Action Completed With Exceptions' XLA Accounting Errors (Doc ID 1530819.1)

Symptoms

Oracle Applications 12.1.3

When attempting to cancel a Requisition from Tools>Control the user encounters the following error:

Your Budgetary control action completed with exceptions.

Clicking the View Results button opens a Budgetary Control Results page displaying messages like the following:

Budgetary Control has encountered XLA accounting errors: Related BC Accounting Missing for Event id: XXXXX Event Type Code: REQUISITION_ALL Distribution Id: XXXXX Related Application Id: XXX Related Entity Code: REQUISITION Related Source identifier Num 1: XXXXX Related Distribution Type: PO_REQ_DISTRIBUTIONS_ALL Related Distribution Identifier Num 1: XXXXX.

This line cannot be accounted until the accounting event that it references has been fully accounted.
Please ensure the accounting events for the transaction with the following identifiers for the application Purchasing have been accounted: req_id: XXXXX.


Steps to Reproduce:
1. From the Purchasing Responsibility
2. Navigate to Requisitions > Requisition Summary
3. Query the Requisition
4. From Tools > Control choose Cancel Requisition and error is thrown.


Impact on Business:
User is unable to cancel the requisition.
