Unable To Correct Debrief Lines When Debrief Has Completed With Errors (Doc ID 1531006.1)

On : 12.1.3 version, Debrief / Field Service Report

After completing a debrief, it is no longer possible to correct it if it errors, as the 'Apply' button on Update Task UI is no longer displayed. The users cannot change the task assignment status to be able to enter the corrections.
If the users select the debrief line and click the Post Debrief button, the following error is displayed:

Unable to perform transaction on the record.
Cause: The record contains stale data. The record has been modified by another user.
Action: Cancel the transaction and re-query the record to get the new data.

The issue can be reproduced at will with the following steps:
1. Create SR and task.
2. Assign the task to engineer.
3. Debrief the task so it will error out when completed and submit it. and complete it. Go to SR form -> task tab -> open HTML Debrief.
4. Open HTML Debrief page.

The 'Apply' button is gone and 'Post Debrief' button yields error. The task assignment status is 'Completed' and cannot be changed.
