Purchasing Document Stuck in Process on Approval and Unable to Reset with Error 'This PO has been reserved at least once previously' or 'This Requisition has been reserved at least once previously' (Doc ID 1531095.1)

Symptoms

A Requisition is stuck in process and using the standard reset script poresreq.sql from <Note 390023.1> the following error occurs:

ERROR
-----------------------
' This Requisition has been reserved at least once previously. Hence this Requisition can not be reset '

This same error could occur on Purchase Orders or Releases with the error changing based on the document type.  For example when running poxrespo.sql for a Purchase Order the following error is returned: 
' This PO has been reserved atleast once previously.  Hence this PO cannot be reset '

 STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download poresreq.sql into sqlplus
2. When prompted enter the parameters for the document
3. Error message occurs
