Symptoms
AR_SEPA_DEBIT_AUTHORIZATION menu option is disabled in the customers screen (Bank Accounts Tab) even though customer has applied all SEPA patches
STEPS

The issue can be reproduced at will with the following steps:
1. Query for customer account
2. Open Customer Standard Screen
3. Go to Bank Accounts Tab
4. Click on Tools Menu Option
5. AR_SEPA_DEBIT_AUTHORIZATION menu option is disabled
