Staged dunning plan is not working at Delinquency level, it is not generating dunning letters

STEPS

The issue can be reproduced at will with the following steps:
1. Collections is setup at Delinquency Level for the customer
2. Perform all the mandatory setups
3. Run the "IEX: Scoring Engine Harness" program
4. Run the "IEX: Send Dunnings for Delinquent Customers"
5. No dunning letters are getting generated even though there are delinquent transactions
