When attempting to Open Blanket Purchase Agreement, the following error occurs:

You cannot update this document. Errors were encountered while loading updates to this Blanket Purchase Agreement. You can clear these errors by running the concurrent program, "Purge Purchasing Open Interface Processed Data".

Steps to Reproduce
-----------------------
1. Purchasing Super User Responsibility > Buyer Work Center > Agreements
2. Complete fields and Submit
3. Catalog bulk load - items Upload Completes with error
4. View in Professional Buyer Work Center (PBWC ) page after job ended in error
5. BPA Cannot be updated from the PBWC page
   ERROR
    "You cannot update this document. Errors were encountered while loading updates to this Blanket Purchase Agreement. You can clear these errors by running the concurrent program, "Purge Purchasing Open Interface Processed Data"
6. Attempting to open document in Purchasing >Purchase Order Summary form
    The same error appears
7. Run "Purge Purchasing Open Interface Processed Data" request
8. Request completed normal
9. Try to open the BPA to delete, the same error appears
