WIP Mass Load Program Gives "Error: You cannot unrelease this job/schedule" When Trying to Change Job Status From On Hold To Unreleased (Doc ID 1532490.1)

Symptoms

On : 12.1.3 version, Open Interfaces

When attempting to use WIP Mass Load to update wip job status for a configured item from On hold to Unreleased, get the following errors:

Error: You cannot unrelease this job/schedule
Cause: You cannot unrelease a job or schedule that carries a net balance, or that has pending transactions.
Action: You can reverse any transactions that resulted in charges against the job or schedule, and you can resolve pending transactions. You can also cancel the existing job or schedule and create a new job or schedule with a status of Unreleased.

This happens despite the fact that there are no transactions or pending transactions shown in the wipjob11i output, and despite the fact that the job CAN be changed to Unreleased through the Discrete Jobs form.

STEPS

The issue can be reproduced at will with the following steps:
1) Insert job info into wip_job_schedule_interface.
2) Run WIP Mass load for the group ID
3) Find error message in request output.
