On : 12.1.3 version, Desktop Rcv/Returns/Correction

Confirm Receipt Workflow sents notification to the Buyers for Complex Purchase Orders.
Complex PO Receipts are created in system through a Work Confirmation so the notification and creating the receipt with the receiving workflow will not work.

Steps To Reproduce:
1. Setup confirm Receipts Workflow functionality.
2. Run the Confirm Receipts Workflow Select Orders Concurrent Request.
3. Users find Notifications are sent to the Buyer although the PO is a Complex PO which can only be received with a work confirmation.
