Modifier Using GET_CUSTOM_PRICE Is Not Being Evaluated Correctly in Best Price Evaluation

Symptoms
New modifier using get_custom_price that is set as automatic.
The formula is working correctly an returning the correct price, but it is
not used in the best price processing.
So although it is the best price, a different modifier is used.
The pricing engine request viewer shows the "Best Percent" as 0 which
does not seem correct.
The formula takes the item and the customer and returns the lowest price that
we actually sold the product at to that customer. the actual formula is
NVL(1,2) with 2 being the code in get_custom_price.
