Receipt Correction fails with Error: rvtptcontrol failed Transaction quantity exceeds available quantity (Doc ID 1533487.1)

Symptoms

1. Create a purchase order
2. Fully receive it on the form
3. Do receipt correction from iProcurement Form. The following error is shown:

"rvtptcontrol failed Transaction quantity exceeds available quantity
Cause:   The transaction quantity exceeded the quantity available to be processed.
Action: Enter the transaction using a smaller quantity"
