Time Zone Conversion for Moscow (Russia) is Incorrect. GMT to Moscow is Four Hours, OTM is Using Three Hours.

Symptoms
On OTM 6.2.8 OTM is getting the time difference for Moscow wrong.
ACTUAL BEHAVIOR
---------------
OTM is using a 3 hour difference from GMT to Moscow time when it should be using a 4 hour difference.
EXPECTED BEHAVIOR
-----------------------
Expect OTM to carry out the correct time conversion.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Log onto an OTM 6.2 system.
2 - Click on the Time Zones link in the 'Ask' section of OTM.
3 - Enter the following:
From:
Date: 25/02/2013
Time: 07:30 AM
Time Zone: Moscow Standard Time (Eurpoe/Moscow).
To :
Select Country: UNITED KINGDOM
4 - The result is:
04:30 Europe/London.
This is incorrect, London is currently using GMT, which is 4 hours behind Moscow, not 3. When the UK moves to BST (British Summer Time) the time difference will then be 3 hours.
