Symptoms

On 12.1.3 version when attempting to send cXML the following error occurs.

ERROR
  ORA-06550: line 1, column 7: PLS-00306: wrong number or types of arguments in call to 'GET_CXML_SHIPTO_INFO' ORA-06550: line 1, column 7: PL/SQL: Statement ignored - ECX_ACTIONS.BIND_PROC_VARIABLES


STEPS
The issue can be reproduced at will with the following steps:
1. Approve PO for cXML enabled supplier site
2. cXML errors when generated
