User Names were Changed but Worklist Notifications Are Pointing To Old User Name

User names were changed and after that users cannot find their old notifications in the worklist

The issue can be reproduced at will with the following steps:
1. Changed usernames using fnd_user_pkg.change_user_name package
2. Open worklist to find notifications but they don't exist
