R12: XTR: Error ORA-01403 Occurred During Setup of Counterparty Profiles for Bank Branch

When attempting to Create Counterparty with 'Bank Branch' enabled
the following error occurs.
ORA-01403: no data found
Due to this issue, users cannot Create Counterparty Profiles with Bank Branch enabled.
The issue can be reproduced at will with the following steps:
1. Create Bank and Branch
2. Cash Management > Setup > Banks
3. Create Counter Party Profile
4. Treasury > Setup > Parties > Counterparty Profiles
5. Enable 'Bank Branch' check box
6. Select value from 'Full Name' field LOV
