Lot Expiration Cannot Be Updated When There Is No Onhand or Apparent Pending Transactions

When attempting to change lot expiration value for item with no on-hand quantity and no pending transactions the following error occur

You cannot update this field when

1) there is on-hand quantity
2) transaction exists
3) lots exists
Navigation path: Inventory-Items-Organization Items
Lot expiration  - control field cannot be updated.
The problem does not occur for all items.
