Lot Expiration Cannot Be Updated When There Is No Onhand or Apparent Pending Transactions (Doc ID 1535506.1)

Symptoms

When attempting to change lot expiration value for item with no on-hand quantity and no pending transactions the following error occur

ERROR
-----------------------
You cannot update this field when

1) there is on-hand quantity
OR
2) transaction exists
OR
3) lots exists
 
STEPS
----------
Navigation path: Inventory-Items-Organization Items
Lot expiration  - control field cannot be updated.
The problem does not occur for all items.
