The Sugg Dock Date does not match the last resource requirement end date with Post Processing LT

On : version, Memory Based Planner, integrated with Oracle Process Manufacturing (OPM)

For some planned orders, when a post processing lead time is present for the made item through the Item Attribute Mass Maintenance, the Sugg Dock Date does not reflect the End Date of the last operation (resource requirement). This means that the resulting batch times will be incorrect. This is not the case for all planned orders.

The Sugg Due Date and time to line up with the End Date and time of the last resource requirements consistently

The issue can be reproduced at will with the following steps:
1. Set up post processing lead time for a make item
2. Run an ASCP Standard Collection,complete refresh
3. Run the ASCP constrained plan
4. Check the planned orders

The issue has the following business impact:
Due to this issue, users cannot release these planned orders back to OPM as the batches will be wrong
