Symptoms

On : 12.1.3 version, Posting

Users have not defined any security Rules.
Cross validation rules and Default Intercompany Accounts are defined and enabled.
When attempting to post an Intercompany / Intracompany journal, the following error occurs

ERROR

Error16 - Unable to balance intercompany accounts

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Log into General Ledger
2. Navigate to Journals-Enter
3. Query a Journal and select post
