Error 'Values Have Not Been Entered For One Or More Required Segments' When Enter Customer Address in OCO

In R12.1.3, the following error is received when entering value in the State field for customer address:

 Values have not been entered for one or more required segments.

It will not except the state which was entered.

Steps to reproduce:

-Customers Online Superuser, N: Customers tab
-Click on Create button
-Enter the organization name.
-For organization address, enter address line 1, city and enter the State or select a value from the 'State' list of values.
-Clicl Apply. The error appears.
