OCO: Error 'Values Have Not Been Entered For One Or More Required Segments' When Entering a Customer Address in Customers Online (Doc ID 1537463.1)

In R12, the following error is received when entering value in the State field for customer address in the Customers Online application (OCO):

 Values have not been entered for one or more required segments.

It will not accept the state which was entered.

Steps to reproduce:

-Customers Online Superuser, N: Customers tab
-Click on Create button
-Enter the organization name.
-For organization address, enter address line 1, city and enter the State or select a value from the 'State' list of values.
-Click Apply. The error appears.
