Quoting HTML Simple And Advanced Search Returns "Please fill in search criteria values in at least one of the following fields..."

Why is the Quoting HTML Simple and advanced search returns no results?
When user enters customer name, and an additional field than the search work correctly.
If user enters anything other than customer name or quote number, the search returns no records, and gives the following error message:
"Please fill in search criteria values in at least one of the following fields: Quote Number, Customer Name, Account Number, Primary Salesperson, Expiration Date Range. Note that the search criteria values should not begin with a \"%\" or \"_\" for at least one of the listed fields. Note that the search criteria condition should not be \"contains\" or \"ends with\" for the listed fields."
