Telent To MWA Server Is Just Hanging (Doc ID 1537789.1)

Symptoms

On Oracle Applications 12.1.2 version, Install & Upgrade Issues,
when attempting to access Mobile Web Applications (MWA) from telnet or local tool, you receive the error below:

[Wed Mar 13 16:18:20 EDT 2013] (Thread-14) MWA_PH_INIT_CLIENT_FAIL: Fail to initialize client. Disconnecting it now.


It disconnects the user and terminates the connection.


The issue can be reproduced at will with the following steps:
1. Telnet to the 'mobile instance'.
