Remark Qualifier has no values in the Remark Text LOV (Doc ID 1538054.1)

ACTUAL BEHAVIOR
---------------
Remark Qualifier with Fixed List for Values does not show up when a Shipment is processed for Action -> Change Shipment Cost -> Adjust Shipment Cost -> Choose an Adjustment type of Adjust Only and press the Adjust Button -> in the form that opens.

Once you have selected the Remark ID, you would expect an LOV for Remark Text should show with the values created in the Configuration page, but it does not show the list. It shows in the Financial Tab of the Shipment when the Pencil icon is clicked. 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:


Create a Remark Qualifier from Configuration -> Power Data -> Qualifiers -> New with Data Query Type as Null and Qual Type as Fixed List.
Enter an ID and Enter multiple Text values. Save.

Now, query up a Shipment and go to the Financial tab -> click on the Pencil icon again the Cost and in the form that opens, you should be able to enter the Remark Qual ID and from the LOV Remark Text can be chosen.

However for the same Shipment, if you do Action -> Change Shipment Cost -> Adjust Shipment Cost -> Choose an Adjustment type of Adjust Only and press the Adjust Button -> in the form that opens, once you have selected the Remark ID, you would expect an LOV for Remark Text should show with the values created in the Configuration page, but it does not show the list.


EXPECTED BEHAVIOR

This should be consistent at both the forms where you can enter the Remark Qual and Remark Text.
