Symptoms

On : 12.1.2 version, GME API Performance issue issues.

ACTUAL BEHAVIOR
---------------
Performance issue in executing the following API
1. Create Batch - gme_api_pub.create_batch
2. Release Batch - gme_api_pub.release_batch
3. Release Batch Steps - gme_api_pub.release_step
4.Create Material Transaction - gme_api_pub.create_material_txn
5.Complete Batch - gme_api_pub.complete_batch

EXPECTED BEHAVIOR

Performance should be faster

STEPS

The issue can be reproduced at will with the following steps:
1. Execute the below sqls
1. Create Batch - gme_api_pub.create_batch
2. Release Batch - gme_api_pub.release_batch
3. Release Batch Steps - gme_api_pub.release_step
4.Create Material Transaction - gme_api_pub.create_material_txn
5.Complete Batch - gme_api_pub.complete_batch
