RESOURCE END-DATE ALWAYS DEFAULTS AS 1 YEAR LATER INSTEAD OF TERRITORY END DATE

Symptoms
In 12.1.3 , Adding new rows for resources defaults end dates as 1 year later, NOT the territory End Date (31-DEC-2099).
Steps To Reproduce
============
1. Navigate > Territory Management responsibility > Territory Administration
> Territories > select operating unit > select usage > click Go > find
territory select it > click update icon
2. Notice territory start/end date = August 16, 2010/ December 31, 2099
3. On Define Role Access page add another row for "Individual" notice start
date= Feb 7,2011 and end date= Feb 7,2012 instead End Date should be
defaulted to 31-DEC-2099 (Territory End Date)
