Buyer List Of Values In IProcurement Is Defined Differently Than The Core Application Buyer LOV, Resulting in Buyer Missing from the List on Last Day of Buyer Assignment

Purchasing manager leaves for another job.
On last working day for this buyer user the assignment record has today's date as the termination date.
The Purchasing manager buyer and everyone who works under her went missing in the buyer list of values on the iprocurement checkout screen.
Nobody could select a buyer for the day.
In the core application requisition form, all of the buyers showed up.
STEPS TO REPRODUCE
1. Wait until the last day specified for a Buyer assignment record
2. Navigate to iProcurement
3. Add items to cart and checkout
4. Try to choose the Buyer using the buyer LOV, and the buyer cannot be selected even though today is the last valid day for this buyer.
Fix iProcurement to be consistent with Core Purchasing Buyer list.
The customer must temporariliy redirect all users to the core applications on the last day of a buyer or purchasing manager termination.
