Seeded And Custom Web ADI's Not Working and Getting Error XML document must have a top level element. Error: -1072896680 SystemId: (Doc ID 1538775.1)

Symptoms

\ All of the seeded Web ADI's like Project Transactions Import,General Ledger Journals and all custom integrators are not working.
While creating an excel document from Wed ADI it is throwing the following error:
 'System does not support the specified encoding. Error: -1072896658 SystemId:'.

And in custom Web ADI's it is throwing the following error:
'XML document must have a top level element.

Error: -1072896680 SystemId:http://hostname:port#/OA_HTML/BneDownloadService?bne:client=false&bne:client-parameters=Book1;sheet=Sheet1&bne:documentId=KSTGZSHZXCPUHFIUL8FVVO948N4H97OCCGTPMVUP&bne:apiVersion=1.3 VBAErrNo:0VBADesc'.


The following profile options are set at the site level:
ICX: Client IANA Encoding = Unicode (UTF-8)
FND: NATIVE CLIENT ENCODING = WE8MSWIN1252
ICX: Language American English
