R12 Configuration validation resulted in error(s) When Starting Configurator From Order Management (Doc ID 1538801.1)

Symptoms

On Configurator Build 12.1.3.31.5,  when attempting to access the Oracle Configurator after TCP/IP network changes, the following errors are found:

Configuration validation resulted in error(s)


detail err code: -12535
detail err message: ORA-12535: TNS:operation timed out
PL/SQL procedure successfully completed.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Order Management Responsibility
2. Navigate to a Sales Order containing a model
3. Attempt to start Configurator
4. Configurator does not start.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use Configurator in production which is stopping ordering and shipping of products. This impacts revenue.

Changes

Customer stated that they made TCP/IP network changes.
