R12/AP: Performance: CALCULATE TAX Takes Long Time for Migrated Regimes when there are a Huge Number of Taxes (Doc ID 1540515.1)

Performance problem in the Invoice workbench (APXINWKB) when entering a new invoice:

The problem only happens when the date of the invoice being created is before the 'end date' of the regime.
The performance problem happens when CALCULATE TAX button is clicked.
The tax calculation takes almost 10 minutes.

The issue can be reproduced at will with the following steps:
1. End date the regime at an specific date ie: jan 24th
2. Enter an invoice for Jan23rd (prior to the end date)
3. Click on CALCULATE TAX. It takes almost 10 minutes to complete the calculation.
4. This performance problem does not happen for invoices that are entered with a date Jan 25th or forward.

The TKPROF does not show any SQL statement that takes long time.

However the trace file ( extension .trc ) shows that
the call to AP_ETAX_PKG.CALLING_ETAX is taking long time.
