On Applications 12.1.3 :
 When attempting to run the Actual cost process , the following error occurs.

 -- Error
Prior period close has not been closed , Cannot proceed

 -- Expected Behavior
No error as the previous period (the very first period) has been closed.

 -- Steps
 The issue can be reproduced at will with the following steps.
 1. OPM Financials > Run actual cost process

 -- Business Impact
 The issue has the following business impact:
 Due to this issue, users cannot close the period.
