Autoconfig Error: 'ERROR: Invalid java version found' on Windows Database Tier

Symptoms
On a recently cloned E-business suite 12.1.3 environment on Windows Autoconfig is failing on the DB Tier.
Patch 8919489 is applied and copied to the DB Tier.
Errors encountered are as follows:
'AutoConfig will consider the custom templates if present.
Using ORACLE_HOME location : E:\...\oracle\db\tech_st\11.2.0
ERROR: Invalid java version found:
sh: E:..oracledbtech_st11.2.0jdkjre/bin/java: No such file or directory
ERROR: Invalid java version found:
sh: E:...oracledbtech_st11.2.0jdkjre/bin/java: No such file or directory'
