Symptoms
ACTUAL BEHAVIOR
---------------
Whenever an external candidate registers and later changes their email address, their FND user name is automatically changed.
EXPECTED BEHAVIOR
-----------------------
Expect FND user name to stay same as registered.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. External candidate registers and enters their email address.
2. FND user account is created with the email address as their user name.
3. External candidate logs back in and changes email address.
4. FND user name is automatically changed to the new email address.
