OAT to FA asset creation uses PO's conversion rate instead of receipt conversion rate

The OAT to FA asset creation logic takes the PO’s “Rate Date” for deriving the FA Cost (unit price*quantity*conversion rate [based on the PO's Rate Date]), while the accrual and all inventory accounting are derived based on the current exchange rate. Due to this there is a difference between amount accrued in inventory vs. the amount that is transacted into FA.
