Transactions Workbench: Copied Invoice Does Not Acknowledge Rules Based on Accounting (Doc ID 1541302.1)

Symptoms

Attempting to set up Tax Rules, based on Accounting.  These rules are not being honored when an Invoice is copied.
Rules are not evaluated on copied transactions when the rules are based on the Accounting Flexfield

Setup a rule, based on the Determining Factor Class - Accounting flexfield.
Copy a Transaction > Action > Copy
Notice that rule is not evaluated and tax is calculated when there should be no tax.

When creating a manual transaction, the rule works as expected.
