Unpaid Reason Missing On Saved Notes (Doc ID 1541709.1)

Symptoms

After applying patch 16230491, the following behavior is noticed:

For some older transactions that have an unpaid_reason when displayed on the Transaction Tab, may not show the Unpaid Reason on the associated Note. 

If the Unpaid Reason is Disabled in the LOV for the Notes Tab, it will not display the Unpaid Reason that was used in the Transaction Tab.
