On : 12.1.3 version, Transaction Fulfillment

When attempting to progress order 618 through Interface Trip Stop, receive error.

Salesperson (Salesrep ID) is populated at the order header and is blank at the order line.

Error Message : ORA-20002: 3135: 'Wf_Item_Activity_Status.Set_Error(error_process)' is not permitted in synchronous processes.

Exiting OE_Flex_Cogs_Pub.Start_process : E

The issue can be reproduced at will with the following steps:
1. Create order
2. for some reason, the salesrep at the line is blank.
3. run Interface Trip Stop. receive error

The issue has the following business impact:
Due to this issue, users cannot interface the delivery to Inventory.  This leaves unprocessed shipping transactions which prevent closure of the current accounting period.
